Agency for Strategic Initiatives to Promote New Projects was established by the Government of the Russian Federation in 2011, to implement a set of measures in the economic and social sphere

The Agency’s mission is to provide opportunities for the self-fulfillment of young and ambitious leaders able to secure a world leader’s position for Russia, to build a country in which people would like to live and work.

The key project of the ASI is the National Technology Initiative, a long-term comprehensive plan to create the conditions to secure the leadership of Russian companies in emerging high-tech markets which will define the global economic structure in the coming 15 to 20 years.

“We need to use long-term forecasting to understand the challenges that Russia will face in 10 to 15 years, what kind of advanced solutions will be required to ensure national security, high standards of living, and development of industries within a new technology framework”.

In his Address to the Federal Assembly on 4 December 2014, Russian President Vladimir Putin called the National Technology Initiative one of the priorities of the government policy.

The NTI includes systemic decisions to determine the key technologies, required changes to standards and regulations, effective measures for financial and talent development, and mechanisms to attract and reward owners of necessary competences.  

Technologies are selected based on the main trends of global development, subject to the priority of network technologies concentrated around the individual as the end consumer.

The NTI is initially built as a far-reaching coalition effort utilizing groups of like-minded professionals, technology entrepreneurs, representatives of leading universities and research centers, major Russian business associations, development institutions, expert and professional communities, and concerned government agencies. At the same time, the NTI is shaping new and enhancing existing programs for the support of scientific and technical development, while ensuring the preparation and translation of requests from potential leaders of emerging markets to the state administration system.

The NTI markets are focused on the individual as the end consumer, and the distance between the producer and the consumer will be minimal in those markets.

NTI working groups include representatives of the business community, scientific and educational communities, government agencies, and other concerned parties. The leaders of working groups are approved by the Presidium of the Russian Presidential Council for Economic Modernization and Innovative Development.

NTI roadmaps and projects are strategic planning documents that contain a set of measures linked by objectives, deadlines, executors, and resources. Working Groups develop NTI roadmaps and projects. Roadmaps are implemented by launching specific NTI projects.

The Interdepartmental Working Group under the Presidium of the Russian Presidential Council for Economic Modernization and Innovative Development was created to coordinate and monitor interaction between federal government agencies, development institutions, and other concerned organizations within the NTI. The Interdepartmental Working Group is headed by Andrey Belousov, Assistant to President of the Russian Federation, and Arkady Dvorkovich, Deputy Prime Minister of the Russian Federation.
